National Spatial Strategies and Hokkaido Comprehensive Development Pla

In 2005, the Comprehensive National Land Development Act was revised into the National Land Sustainability Planning Act, which stipulated that National Land Sustainability Strategies be newly formulated in place of the Comprehensive National Development Plan. Attaching importance to independent approaches by local governments rather than initiatives by the national government as has conventionally been the case, the new Strategies have a two-layered planning system comprising a National Plan and Regional Plans.
The system for Regional Plans was established as a framework for planning the future vision of regions according to local circumstances, and includes specific measures that should be implemented strategically in the Regional Plan Districts concerned, from the regional perspective beyond that of a single prefectural area, in addition to the basic policy and goals of spatial development in the said district.
Eight Regional Plan Districts have been specified by the Order for Enforcement of the National Spatial Planning Act. With the Hokkaido Comprehensive Development Plan and the Okinawa Promotion Plan, Hokkaido and Okinawa are not covered by Regional Plans from a legal standpoint. However, since both prefectures have formulated unique areas, they should be considered to correspond to wide-area blocks, and spatial development must also be promoted in these areas based on unique ideas and strategies as well as local circumstances.
