The budget for the development projects necessary to execute the Hokkaido Comprehensive Development Plan is appropriated en bloc by the Ministry of Land, Infrastructure, Transport and Tourism.

The budget to execute public works projects in Hokkaido (general public works) is appropriated en bloc by the Ministry of Land, Infrastructure, Transport and Tourism in order to promote the Hokkaido Comprehensive Development Plan effectively. The budgets that are appropriated en bloc include those for projects under the jurisdiction of the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Health, Labour and Welfare and the Ministry of the Environment, as well as those under the jurisdiction of the Ministry of Land, Infrastructure, Transport and Tourism.
  To execute the budgets, the funds are transferred to the Ministry concerned or passed on to special accounts.

From the viewpoint of planning, designing and promoting the Hokkaido Comprehensive Development Plan, expenses for the development plan are appropriated to execute policies other than public works projects. The expenses are used to conduct investigations that capitalize on unique local resources and characteristics, primarily in the fields that help address environmental and energy issues and lead to industrial promotion.

Because Hokkaido plays a vital role in Japan’s national prosperity, its public projects are given a higher rate of national subsidy than those in other prefectures. The national government bears a higher share for the smooth promotion of Hokkaido’s development as a national project.
