Engineering Development underlying Hokkaido Comprehensive Development

Hokkaido is located on the northern tip of Japan whose natural condition is severe because of snow coverage and cold winter, wide peaty and soft ground. In order to overcome many engineering problems, Hokkaido Regional Development Bureau has addressed engineering development and promoted projects for regional development with these engineering.
Civil Engineering Research Institute for Cold Region (Incorporated Administrative Agency Public Works Research Institute) supports Hokkaido development administration through investigation, examination, research and development of civil engineering technologies.

First-Term HCDP(First Five-Year HCDP)(1952-1956)
○Construction of “The Bullet Road” (Sapporo to Chitose)
・Japanese first full-scale asphalt paved road with controlling measure against frost heave and freezing damage of concrete.
○Launch of Nemuro-Kushiro Region machinery reclamation farmland's construction " Pilot farm project"
・Change of reclamation methods into mechanic use
○Launch of Shinotsu peatland region development project
・Change to farmland from wilderness area on peat soil
・Creation of Shinotsu canal by transportable pump dredger ship
○Construction of Earth dam for irrigation (Kamiyunai-dam )

○Completion of Katsurazawa-dam (First Multi-purpose dam managed under the direct control of central government in Hokkaido)

○Hakucho-Bridge construction (Longest suspension bridge in north of Tokyo)

○Measure against slippy road problem after "Spike tire regulation law" (1990)
・Enginnering of grooving pavement, drainage pavement, and road de-icer sprinkling method

・Control facility for drifting floatages caused by tsunami
