Proposal for Conservation of the River Environment in Kushiro Mire

Ⅱ Targets

 A long-term target in conservation of the river environment in Kushiro Mire is, ideally, to restore the environment to its state when the mire was registered in 1980 under The Ramsar Convention on Wetlands (The Convention on Wetlands of International Importance especially as Waterfowl Habitat). Toward this, loads in the catchment basin and from rivers there need to be reduced to the level before the rapid land development.
 Rapid changes in Kushiro Mire's environment are still going on, as indicated by the distribution of alder forest and the decreasing area of mireland. As a result, a key target for the next two or three decades should be to preserve the mire in the state it displayed in the year 2000. To achieve this goal, the loads in the catchment basin and from the rivers need to be reduced at least to the levels recorded twenty years ago.
 Based on the recognition that residents in the catchment basin, citizens' groups, private companies and administrative bodies all are linked with the mire, it is important to forge a regional focus and a social society that promote more active interchange and cooperation. Consequently, appropriate conservation of Kushiro Mire and the development of common rules and understanding in using the mire need to be short-term targets.
