12 Regional cooperation and regional promotion

 Regional exchange and cooperation should be promoted with a focus on the mire. For this purpose, opportunities and systems for sharing information and fostering mutual understanding are necessary.
 Because the mire is a regional resource and its conservation fosters regional vitality, the region should take the initiative in planning and implementing conservation measures.

[Important Points]
 An independent body should be established for wide-area management of the mire. It should not be bound by the existing framework.

 It is necessary that local residents appreciate the splendor of the mire and communicate it to others.

 Tourism needs to be established as a successful industry. Thus, training of capable people and development of the necessary infrastructure are both required.

 International cooperation at the regional level is necessary.

 People involved in local industries and residents in the basin should work and act in close cooperation for the conservation of the mire.

 It is necessary that local residents, farmers and learned people achieve a common understanding of the ideal state of agriculture in the region. Additionally, people in the basin should understand and support farmers who strive to cause little impact on the mire.
