Resolutions Concerning the "Proposal for Conservation of the River Environment in Kushiro Mire"
Conservation of the mire environment not only protects the region, but it also has the potential to revitalize it. However, changes in the environment of the marsh have been observed in recent years, and these changes makes us feel that a sense of urgency is needed.
We regard it as important for the parties to reach common ground based on the proposal and to fulfill their respective duties toward conserving the marsh environment.
The Kushiro Development and Construction Department is eager to assume its role through active cooperation with the parties concerned and through support from local residents.

We have been conducting surveys on the conservation of Kushiro Mire since its designation as a national park in 1987. Details of what the surveys cover will be made public, to advance measures for conservation. We believe that gaining support from locals is very important for such advancement. Since most of the contents of the proposal concern the Ministry of the Environment, we will make the utmost efforts for conservation of the mire.
To promote measures to conserve Kushiro Mire, the Hokkaido Government prepared the Kushiro Mire Conservation Plan in fiscal 1995. Toward implementation of that plan, liaison conferences have been held since fiscal 1996 among administrative organs in the region for information exchange, communication, and coordination so that marsh conservation measures may be accelerated.
We consider the contents of the proposal to be very significant; therefore, in consultation with other parties concerned, we will strive toward concrete realization of the proposal.

Enhancement of environmental education is needed, to bequeath to the next generation our precious natural heritage. This heritage includes Kushiro Mire, which is representative of Hokkaido's irreplaceable nature.
The proposal urges the recruitment and training of instructors for "use of the marsh as a place for environmental education" and "environmental education for conservation of the mire." We feel moved to promote these causes for the future, and we believe that posterity will reveal this to have been a wise choice.

Our office manages the main stream and branches of the Kushiro River. We appreciate being provided with a common perspective on how to preserve the marsh, in the form of the proposal. In concert with other parties concerned, we are eager to assume our role as the public works management office.
The City of Kushiro is preparing an environmental master plan that outlines measures for the environment of the city. Among these measures, the plan draws a northern limit of urban zoning roughly six kilometers from the coastline. We recognize that mutual cooperation among municipalities and other parties is very important toward fostering conservation and proper use of Kushiro Mire.
We sincerely hope that objectives of ecosystem conservation, which the proposal puts forth, will be fully addressed and that various measures will be implemented for conservation and proper use of the marsh.

It seems that towns and villages in the marsh basin used to be divided over methods and approaches towards conservation of Kushiro Marsh and its rivers. This hindered systematic conservation measures. We believe that the proposal will provide common ground for future conservation measures.
Based on a complete understanding of the proposal objectives, we will endeavor to pursue environmental conservation in cooperation with municipalities in the marsh basin.

As a municipality in the marsh basin, we recognize that the proposal suggests many issues and problems we must confront. Jurisdictional problems over the types of facilities in the marsh must have been difficult ones. We wish for the proposal to offer the parties concerned a good opportunity to form an organization that facilitates cooperation. The Kushiro River is in a sense a special river, because it passes through Kushiro Mire, which is a national asset. Flexible guidelines are thus needed to designate administrative boundaries in the river basin.
As a town at the uppermost reaches of the Kushiro River, we feel increasing responsibility for conservation of water quality and the natural environment at the upper reaches. Also, we recognize that conservation of the Kushiro River and its source, Kussharo Lake, will be important for future conservation of the mire. In view of the proposal, we will commit sustained effort for the preservation of Kushiro Mire and the Kushiro River.
As a proposal providing directions for the conservation of Kushiro Mire has been formulated, we will concentrate our utmost efforts in preserving the wonderful natural environment and landscape of the mire.
None of the objectives examined in the subcommittee meetings will be easy to achieve, so we hope that sufficient time will be devoted to coordination with local authorities and that conservation measures will be studied carefully to select only these measures that are feasible.
