Shift Toward Wetland Conservation and Restoration
The move to preserve the wetland came amid increasing environmental damage caused by land development across Japan in the 1960s. Kushiro Wetland was designated as a Ramsar site in 1980, the first in Japan, and was later designated as Kushiro Shitsugen National Park in 1987. The 5th Meeting of the Conference of the Parties (COP5) to the Ramsar Convention was held in Kushiro City in 1993.
Nature restoration projects have been implemented at various sites in Japan since the 2000s. A Nature Restoration Council was established for Kushiro Wetland, and many people, including local residents, government officials, researchers, and other stakeholders, have taken part in the meetings. Kushiro Wetland restoration projects have been carried out through discussions at these meetings.
