2 Re-afforestation to increase water retention and prevent sediment production
To improve water retention and reduce sediment inflow in the drainage basin, afforestation should be promoted on unused land around Kushiro Mire and damaged land in the drainage basin.
[Specific measures]
Afforestation is to be carried out where denuded land has resulted from the collection of soil, on damaged land, and on abandoned construction access roads. A short-range target is to be set of reducing denuded land and damaged land throughout the drainage basin by about 20%.The effects will then be evaluated.
Where denuded land is unavoidable, regulation and instruction should be provided for countermeasures designed to prevent soil erosion of that land.
Efforts for afforestation in the drainage basin are to be coordinated.
