　Rivers straightened in the past should be restored as much as possible to meandering channels.

[Specific measures]
　As a pilot plan to be completed within five years at the latest, restore the Kayanuma area (approx. 2km) of the main stream of the Kushiro River to a meandering channel. Based on the outcome of this work, restore to meanders the channels in the river areas of the following tributaries:
　・The Hororo River
　・The Setsuri River
　・The Numaoro River
　・The Osobetsu River
　Since restoration to meandering channels is expected to be effective in terms of the prevention of sediment inflow as well, also consider restoring areas not within river areas.
　It is important to consider the influence of the restoration on the surrounding agricultural land and to predict it as accurately as possible.
