　Marshland should be restored by re-establishing groundwater levels. Specifically, restoration should be conducted in the Hororo River area and Kayanuma area on the main stream of the Kushiro River, where the unused land measures about 300 ha. With a five-year target, marshland in the Kayanuma area should be restored, then on the basis of the results of that area, marshland in the Hororo River area should be restored.
　It is important to consider the influence of the restoration on the surrounding agricultural land and to predict it as accurately as possible.
